Queues of cases awaiting trials in the crown courts have reached record lengths, barristers are striking in support of huge fee increases, and crime rates soar, while prosecutions and police clear-ups hit all-time lows. With a new monarch and a new prime minister, the public are conditioned for change.

This confluence of events has resulted in renewed pressure and offers a rare opportunity to reform part of the criminal justice system, notably the either-way offence category and the outdated right to choose jury trial.
